Yale professor Jacob Hacker gave federal health care reform implementation a grade of B in the 2/17/11 New York Times, saying:
For all the partisan pyrotechnics, the key players [in Washington] are continuing to carry out the health care legislation, beginning with the introduction of popular new rights and protections for consumers. But because of the law's long timetable, the fierce opposition in the Republican Congress and many statehouses, and the continuing legal wrangling in the courts, the race is on to secure the law's future.
